2025 – 2026 Legislation

AB 32 – Tribal Judge Protections: Will enact legal protections for tribal judges that are commensurate with those legal protections afforded to state and federal judges.

AB 36 – Pro Housing Designation Streamlining: Helps smaller rural cities and counties qualify for state housing funds by streamlining the process of designating a certain jurisdictions as pro-housing.

AB 58 – Post-Secondary Education: Would request the assistance of the University of California (UC) to assess and report on the financial needs of UC Merced to expand on their existing successful UC San Francisco (UCSF) medical education program partnership and transition to a fully independent medical school operated by UC Merced.

AB 457 – Farmworker Housing: Extends a ministerial approval process and California Environmental Quality Act (CEQA) exemption for affordable farmworker housing within 15 miles of farm or grazing land in the Counties of Santa Clara and Santa Cruz to also apply in the Counties of Fresno, Madera, and Merced.

AB 639 – Dam & Weir Definition Clarification: Relieves public and private owners of agricultural water impounding facilities (i.e. weirs) of unnecessary regulatory burden by correctly clarifying that these weirs do not qualify as dams.

AB 707 – San Luis Reservoir Expansion/SR-152 Improvements: Appropriates $455.5 million to fund highway safety improvements on State Route 152 necessary to complete the B.F. Sisk Dam Raise and Reservoir Expansion Project, improving public safety and water affordability.

AB 721 – Huron Hawk Conservancy: Establishes the Huron Hawk Conservancy to support the development of ecological and recreational projects in a limited region north of the City of Huron.

AB 848 – Penalty Increase for Sexual Assault in a Hospital Setting: Allows consecutive sentencing for multiple counts of sexual battery by fraud if the crimes took place in a hospital, and mandates consecutive sentencing when the crimes are committed against different victims or the same victim on different occasions.

AB 849 – Medical Safety Chaperone Training: Requires health facilities that offer ultrasounds to notify and provide patients with medical chaperones before conducting an ultrasound on a sensitive region. It also establishes a new standard for chaperone training, to ensure that hospital staff know how to identify non-standard behavior and protect patient safety by following intervention policies.

AB 1111 – EV School Bus Extension: Seeks to address challenges that local educational agencies (LEAs) face in adopting zero-emission school buses by extending the mandate to only purchase or contract for zero-emission school buses from 2035 to 2045, allowing consideration of additional implementation challenges, and providing flexibility within an existing school bus scrapping program to provide buses for challenged districts.

AB 1218 – Copper Theft: 1218 specifies in statute that the unlawful possession of copper materials is a crime if a person cannot prove they possess those materials lawfully.

AB 1342 – Utility Rate Making: Requires the distribution of the California Climate Credit in the months of June, July, August, and September to help California’s working families afford to pay their electricity rates when they need it most. The bill also requires additional financial relief to be delivered to customers in the hottest parts of the state after the reauthorization of the Cap and Trade Program, to help those Californians facing high electricity costs during increasingly hot summers.

AB 1373Water Delivery Systems: would prohibit the State Water Resource Control Board (SWRCB) from delegating their authority to issue certain certifications under the federal Clean Water Act for hydroelectric facilities and instead requires the SWRCB to hold a public hearing on the issuance of those certifications.

AB 1400Nursing Education: would direct the Chancellor of the California Community Colleges to establish a pilot program to allow up to 15 community college districts to offer a Bachelor of Science in nursing degree.

AB 1441Fair Elections: Directs the County of Merced to establish an independent citizens redistricting commission to ensure fairly drawn districts that take into account demographics and communities of interests.

AB 1471Child Care: Codifies the role of California Child Care Resource and Referral agencies to prepare for, respond to, and support in the recovery from an emergency that impacts a community’s child care infrastructure.

AB 1486Farm Climate Resilience Research: Requires the California Department of Education, in consultation with the California Department of Food and Agriculture, to establish a grant program by January 1, 2026 to provide grants to public postsecondary educational institutions seeking to conduct research on climate resilient farm practices.

AB 1498Worker’s Compensation San Joaquin Valley Providers List: Will establish a database of worker’s compensation medical providers in the San Joaquin Valley that injured workers may us to seek necessary medical attention if they are unable to receive timely and necessary treatment within their employer’s medical provider network.
